Sorry, I hope you're right, but in other threads I'd read that Chris Persia/The Collector traded from Canada (packages were sent from Canada). Here's an example thread:

Sorry if I'm mistaken and it is a coincidence, I just found it odd that a new "the_collector" appeared minutes after the other was banned.
