Joy, if it is a picture that is not already in a file on your computer, then yes, you need a scanner. If it is on file on your computer you should be able to send it as an attachment to an e-mail. If you have or get a scanner, just scan it into a file onyour computer and then send it as an attachment. Hope this helps.
