Found this from the episode called No Room at the inn

No Room at the Inn
In her answering machine message, Aunt Effie refers to Thelma as her cousin. If Effie is Thelma's cousin, then she is a cousin once removed to Vint, Eunice, and Ellen, and a cousin twice removed to Buzz and Sonya - not their aunt. [It's very common for people to call someone their aunt or uncle, even if they're not really related to them in this way. It's used as a term of respect and affection.]

Also if you watch the episode where the older ladies of RayTown want to do a tap dance recitel(how ever it is spelled) Mama tells a story of when Aunt Effie and her were kids and how great of a tap dancer Aunt Effie was. So if Thelma knew Aunt Effie when they were kids I seriously doubt she was a Sister of Carl and Roy. I hardly think Thelma knew Carl when she was a young girl.

Also all the big sites that give information on tv show characters and actors and actress all list her as Aunt Effie Crowley

Effie's doctor tells her she needs to start exercising more,so after an argument her and Thelma sign up for a tap class at the senior's center.Only to find out there not allowed to sweat due to the insurance policy on the place.So Mama decides to lead her own class and soon enough there planning a big show at the center.

The Shriners order 87 tickets,while Bubba and T-boy put up flyers all over the parking lot at the mall.But then Hartley Scoggins,from the insurance company,comes to inform Mama she won't be having a show after all.That is until she calls his mother,who quickly sets him straight and he ends up talking the company into buying the sets and costumes.

Meanwhile,Vint and Bubba try unsuccessfully to fix the phone.
