I made a trade with him and shipped his tapes back in Oct. I just got them back today. reason is unclaimed at customs. I need to find him. I already cleared him from my e-mail. I thought he had them by now. PLEASE help me.

Yes, it is illegal in Canada, though lots still do it.

It is illegal (practically) everywhere, including the USA, to duplicate and distribute copyrighted material, of any kind, unless you are the copyright holder. Period. That's the whole point of copyrighting a work in the first place.

That's not to say that authorities (FBI, Interpol) and watchdogs (MPAA) care about us little tape traders, just that if they wanted to come down on us, they could, and we'd not have a legal leg to stand on.

Terry Hoknes was a big time dealer, clearly in it for the money and pushing sales like nobody's business both on eBay and his website. IMHO, his lack of discretion is what got him into trouble and he would have suffered the same consequences had he been resident stateside.
