Id say 1955 to 1965.

The show started out omewhat authentic, but it gradually became lamer and lamer. They made absolutely NO EFFORT in trying replicate the early 60's.

The haircuts that Potsie, Ralph, Chachi and Richie wore were pure 70's and 80's. Slight modifications to whatever year they were filming in. In reality they probably would have been wearing crewcuts and flat tops in the early 60's.

The Beatles did have an impact on longer hair when they came to America in 1964, but it took a few years in most places. A place like Milwaukee in the midwest would have been slow to change. You would have seen short hair up through 1968 or so.
