Does anyone know if stations have to pay varying amounts for syndication rights, based on the time they air the shows at?

For example, if a station airs a show at 7am, would it have to pay the same amount as if it were to air it at 5pm?

I think it's more for the afternoon/evening/primetime hours. For example, I think I saw where TBS was going to pay $500,000 an episode for Seinfeld to air it in the evening through 2011, I'm sure a morning slot or even earlier afternoon slot wouldn't be near as much.
