You get the pic you wanna use, make sure it is 150 by 150 Pixels or less, then go to User cp and go to edit options and scroll down to change avatar, go down to use custom avatar. If the avatar you wanna use is saved to you're computer, then go to browse to upload the pic, if it is not saved to you're computer then right click on the pic and go to properties, save the URL of the pic and paste it into the "enter the URL of your avatar" box.

Yeah and if you want to use a pic that's saved on your computer make sure it's in jpeg or gif format otherwise it'll just show up as a broken image.

How do you know if it is in one of those formats?

Well if it isn't you'll get told so whenever you try to upload the pic.
