Yep

Homer works at a power plant (like Bty said) and he often falls asleep on the job and he's always causing accidents at the power plant. :D

Homer probably spilled something on the control panel or something.

Reminds me of a song..

singing- "That's the night when the lights went out in Georgia, that's the night they caught an innocent man!!!!"

Reminds me of an old SNL skit from about 25 years ago: the Pepsi Syndrome!! It happened around the time of the Three Mile Island nuclear accident, and in the skit, a guy spilled a cola on the control panel, causing a meltdown--with hilarious results!! :lol:
