Well, the question isn't who deserves it, it's who would most likely get one. The person who would most likely get one is the person Lumpy and Eddie felt they could most easily pick on. Judy's out, because she's a girl, and they'd be punished severely for a physical attack on a girl. Even they aren't stupid enough to think they could get away with that. I think that Larry might be someone they'd view as a target. Not really sure.
