On some peoples names I noticed they have those little like circle looking things with lines poking out, how do you do those? I noticed Ms Conan O brien has those for an example.

Alt + 0164 on the number pad on the right side of your keyboard. Make sure the Num Lock key is on. :D

Not really sure. I guess back then it was the "hip" thing to do, especially in that Nick at Nite chat. Man, I miss those days, we also used to have Mary Tyler Moore Show sing-a-longs too, hehe. :D
