How do I upload a pic that will appear under my posts every time I post?

If you mean a 'signature', go the vB Code and go down to adding images and it will tell you. I'm bad at telling people how to do it.

You need to enclose the url of the picture between these tags: [ img] [ /img] (only do not put the spaces in). You can do this with a picture that is already on the Internet on this or another site. If you have a picture you want to upload from your computer, you can attach it using the feature at the bottom of the page when you are making a new post. There is a signature thread over on the Chit Chat board for this purpose. After you upload the picture, you can right-click it, and copy the address of the picture by the word "Properties". Then, as before, put this address between the [ img] [ /img] tags as shown before.
