Yep, the 'file:///C:/My%20Document/Pictures/all_stars.jpg' part is the local address of the image on your harddrive. We can't see that because it's on your computer not the internet. The url I gave you will let everyone see your photo.

all you have to do is put one of these
an http:// addy after the img code then another one of these with / in it. .

this is the whole link without the http://www. You had to click on the link in my previous post to get the full url.
