My brother, Steven Todd Picthall is 25 years old. His birthday is Feb. 21, 1978. We grew up in, and my family still lives in Boardman and Hermiston Oregon. My Brother Steve went into the Military in Sept, of 1996. He served in the United State’s Navy. My brother had some problems that we didn’t know about, he always kept them to his self and was very good at hiding his feelings. He transferred from Pensacola Florida (where he had attended Aviation Ordinance
school) in early May of 1997. He received orders to be transferred to Naval Air Station LeMoore
California. He called my mom only one time, a couple of days after he got to LeMoore, and then we didn’t hear from Steve for quite a while. This was very uncharacteristic of him. Because He would always call every week and he never missed a family member’s birthday, and definitely never missed a holiday phone call. Come to find out, Steve had run away and went UA (Unauthorized Absence) from the Navy. I don’t remember how, but we found out that he was last in Stockton California (Bay area). He was staying with a family. We had no idea who they where. One day Steve called my mom and said he wanted out of the Navy and he wanted to come home. This was sometime in early summer of 1997. He somehow bought a bus ticket and
one day showed up at my mother’s house. My father told him he couldn’t stay there and that he was going to have go Back to California and turn himself in to the police station on the Navy base in Lemoore. My dad drove him all the way down to the base and Steve turned himself in. He went to Captains Mast and got in trouble for being a deserter. He served his restriction time and was released from the Navy with a Dishonorable Discharge. After he was released, he came back to Oregon to live with our mother and father. All was fine for a couple of days, but then
he started acting kind of weird and there was just something not right with Steve, something was
bothering him, but he wouldn’t talk. Then Steve left again and ran away. This time we didn’t here from him for almost 3 years. Then, one day, a call from Steve he wanted to come home again. And he was in California, and we didn’t know why, and he wouldn’t say. Steve came home once again. He lived with family members on and off until he got his own place. He finally got a job; he worked at several fast food places. Each only for a short period of time. He would either quit or he wouldn’t show up for work and he would get fired. Every one that knew Steve said he
had changed. Everyone said they could tell that he was very unhappy, depressed and sad all the time, he had also put on a lot of weight. Steve met a girl and he moved in with her and they seemed to get along good and he seemed to be somewhat happy. We thought he was doing better and thought things were getting better for him. Christmas of the year 2000, Steve came to
see me, (his sister Shelly) and my husband William in Woodbridge Virginia. Everything was great at first, but after about a week I could tell that something was seriously bothering Steve and my husband could also. I got him to talk to me a little he told me that he had been strung out on drugs and drinking a lot, and that he thought some one was out to hurt him all this time. It’s like he had a nervous twitch, and was always looking over his shoulder. And that is all he would say to me. When it was time for Steve to go back home to Hermiston Oregon he was begging me to let him stay with William, and me he was saying that he would get a job and give us money to let him stay there. We told him that we couldn’t do that because we lived in military housing (My husband is in the Navy). When the day came for him to leave we took him to the bus stop and said our good byes and wished him well on his long trip. Steve got in to trouble with the cops just a few short days after getting home for beating his girl friend up. Steve had to leave there and go in to a drug and alcohol rehab place. He had to attend an AA class every Thursday. But Steve was still drinking a lot and using drugs. Then he ran away for the 3rd time again and to Pendleton Oregon. He was staying with a priest and his wife until he got put back in to another drug and alcohol rehab. They helped him get another job and he was to see his parole officer or at least phone him on a daily basis. But then once again He ran away for the last time. It’s been since early 2001 maybe March or April that any one has heard from him. No one knows where he is or even if he’s dead or alive, not even his parole officer, and if anyone knows, they are not letting anyone know that they know. He has a warrant out on him. We don’t know if he has been arrested, no one has called and said anything. No one will help us find out any more answers. My mother has done every thing we can think of to do. She has called all of the homeless shelters and all of the local jails, and even numerous distant jails, and they all answer with “were sorry, even if he’s here, we couldn’t tell you. Steve was very loved by his family and we would do anything to help him, and to know where he is. We miss him and want to give him all the help we can. We need to know where Steve is, dead or alive; we need to be put at ease. Mostly, my mother needs to know. Can you please help our family? If you need any more info let me know please. He is approximately 5 ft 5 or 6 in. weighing between 160 and 220. He has had his hair colored many times and many different styles, but natural is dark blonde. His eyes are green. He has a scar on his lip, most likely on the left top lip. He has a mole on the right side of his neck that sticks out. He has had various facial hairstyles. Numerous scars on the upper portion of his arms. On the top and bottom sides. He also has his ears pierced, sometimes wearing earrings and sometimes not.
