Why did the writers have Shirley marry Walter Meany (whom we didn't see except for the "mummy" bandages--made me think there was no one at all inside) instead of Carmine "The Big Ragu" Raguso?

Because she wanted out of the show. Itd be bad if she married Carmine and left the show... then hed be without a job too.
