I don't know if they ever gave us the back story on that. But in the pilot episode he is the typical country bumpkin, backwoods, cliche peace officer. Danny Thomas, the creator of the show, is in the pilot. He gets ticketed by andy. When he tries to buy his way out of it he finds that Andy is not only the sheriff but he's the Justice of the Peace and something else--I foget what.

The makeup of the caste of the show does have a few holes in it. They made some of it up as they went along. Barney was Andy's cousin in the first episodes. later he became Andy's long-time friend and school chum. The Cousin relation was dropped and, hopefully, forgotten by the audience.

True, the character Andy Taylor sure went through quite an evolution over those eight seasons.
