Everywhere I look, people credit Anne Wyndham for playing her only in 1975. But I could've sworn there was a later episode titled "Rachel" where she comes back to the squad room for a not-so-touching reunion with her father. Wojo also has a minor dispute with Barney over whether or not to take her to dinner. Does anyone know who played her in this ep, and why she isn't credited?

You're correct about the "Rachel" episode. Anne Wyndham returned to play Rachel and she's credited. From classicsitcoms.com 's episode guide:
138 Rachel First Aired: February 26, 1981
Writers: Tony Sheehan, Frank Dungan, Jeff Stein
Director: Homer Powell
Guest Stars: Anne Wyndham, Stanley Brock, Alex Henteloff, Chu Chu Malave
The owner of a sports store rigs a lethal trap to catch a burglar; shyster Arnold Ripner sues Harris for libel; and Wojo asks Barney's daughter for a date.
Also of interest is that Chu Chu Malave, the guy who plays the burglar who broke into Bruno's store, is the same actor who played Ramon, in the very first Barney Miller episode.

Rachel really blossomed into a beauty in the six years between appearances. She was sort of plain, but when she returned, she was a doll.
I saw her on a movie or something recently. I was channel surfing and came across something that looked like it was from the early 80s. It could have even been a TV show, but it was her. I didn't watch it though.

I was thinking it was the same person, but she looked so different I couldn't be sure. Thanks. And thanks for clarifying the spelling of Rachel's name, lol. The sitcomsonline.com listing really threw me off

Rachael (Anne Wyndham) also appeared uncredited in Season 1's "The Courtesans". She had very pretty long blond hair and a cheery presence. Anne Wyndham starred on the CBS soap Search for Tomorrow (which taped in NY) as Amy Kaslo Carson from 1975-1978. Her onscreen husband was played by Joel Higgins, who went on to play the dad on Silver Spoons.
Pre-Barney Miller and pre-SFT, Anne Wyndham played a teen called Caroline Murray on General Hospital. This was either in 1972 or 1973. A young unknown actor played her brother...his name: Mark Hamill.
