Directed by Nancy McKeon. An Asian woman is discovered dead in the water under the Bay Bridge. The Division must investigate whether it is murder and whether cultural differences had anything to do with it. Meanwhile, Kate (Bonnie Bedelia) has to maneuver her way through a possible political bombshell when a friend with cancer flaunts the "medical marijuana" law. Medical Marjuana is only legal in 11 states and C.A. is one of them.
