I would say "New-yen".
But I'd probably be wrong.
Why?

I think it's like 'when'.
Who knows? Where did you hear the name, anyways? (just wondering.)

There are two pronunciations.

Most common is "Win," but I've also heard people with that last name pronounce it "Neein."

There's a football player on the Dallas Cowboys named Dat Nguyen. All the announcers pronounce it "Gwen." The N is definitely silent.

Back to the pronounciating, I always thought it was "NA-GWIAN" (rhymes with "Ryan" and "Brian") Or NA-GWEEN (rhymes with Queen). Or maybe even NOOGEN.. Who knows....

My friends last name is Nguyen, she pronounces it something like win or when, but to get the actual sound you have to have the Vietnamese tongue, which I dont have. Its said really quickly too.

The head custodian has that last name at my school. His first name is Toan. And Toan Nguyen is possibly a common name. He said it's pronounced "NEW-YEN". One of the Educational Assistants said "NEW-JEN". Who knows..

It's pronounced "Wenn" or "Winn". On my job I speak to a lot of Vietnamese people and confirm this as their last name.

My Math teacher last year had that last name, and he pronounced it like Mossopp did above ^
