Here is a couple I've come up with:

1) Tennessee Ernie Ford (ILL [3x], TLS [1x), HL [1x]

2) Mary Jane Croft. She was a semi-regular on ILL during the country episodes as well as on TLS in the first three seasons, and a regular in later seasons, and on HL.

3) Milton Berle (TLDCH, TLS, HL)
4) Danny Thomas (TLDCH, TLS, HL)

Well, I wasn't thinking of Mary Jane since she was some what of a semi-regular. But yes, it was Tennessee Ernie Ford who was the only person to guest star on ILL, TLS, HL. And great job Lucy Fan for taking it a step further with Danny Thomas and Milton Berle!! The both guested on TDLC, TLS, and HL.
