They keep making Levitt a detective randomly. And then later they call it a "temporary assignment" which makes no sense in real life, but that's okay. Did they do this a lot? And more importantly, why does he wear such an ugly jacket?!

LOL, you're right. It doesn't make sense. I don't know much about police procedure, but it does seem strange to make Levitt a detective every now and then. For entertainment purposes, it's probably done to give Levitt a taste of what he wants so bad--to illustrate his increasing frustration of not being promoted.
As for the jacket, that was off the charts goofy even for 1978. He wears it to try to impress Barney. He mentioned it was new the last time he 'made detective'.
Off topic, but is it strange that the detectives even take these shoplifting, and other, often nuisance, cases? I thought detectives solved ongoing cases. Now I'm the one looking for logic in a TV show, lol. They handled these cases most likely to provide a revolving door of colorful characters. :)

I was thinking that maybe with Jack Soo gone, they were trying to replace him with Levitt but they decided not to. He was just funnier as the hapless uniformed cop.
And thanks for clarifying on the jacket. I was born in the late 70's, so I'm too young to remember what the clothes looked like, but that jacket seemed awful even for then! Yikes! :eek:

Levitt sucks; he just annoyed the living hell out of me; I wish there was an episode where they had one of the Sgt.'s kick his ass...
