Rusty left the show because he wanted a normal childhood. If I recall correctly, Jerry Mathers wrote in his book that the show runners let Rusty out of his contract.

Keith Taylor (as Harry Harrison) left the show after a few appearances in season 4. It's doubtful he was under contract--so they probably decided to not bring him back in the fifth season.
