It's a little odd: MTM's co-creator Allan Burns, along with his partner Chris Hayward, came up with the idea for The Munsters, but had it stolen. They appealed to the Writers' Guild, who got them money and an unusual credit, "From a Format by." Burns talking about it:

All this stuff happened before the show started filming, and then Pat Priest joined mid-Season One, so I don't think Burns and Priest would know each other from The Munsters.
