Star Trek: Voyager famously started with the idea of bringing the franchise back to a more episodic and exploration-focused format. The lack of a long-term commitment to serialized storytelling is precisely why entries like Season 2, Episode 23, "The Thaw" were allowed to flourish. The show had the creative freedom to experiment with surreal concepts that could work as standalone episodes.

The episode was creepy, featuring themes that personified fear as a virtual world that was self-contained and required no knowledge of previous episodes. The point of Voyager was to allow potential new viewers to jump in at any point and be able to follow along.
