I know it's played for laughs but it's bizarre hearing them refer to themselves an an oppressed or maybe "marginalized" minority. I THINK in the Halloween episode.

A minority YES, but in this case the minority could OVERRULE the majority and completely TAKE OVER THE WHOLE WORLD in a matter of seconds if they had a mind to :rolleyes:

In theory maybe there were limits on even the most powerful witch's powers. Maybe they needed proximity, for example. So it's possible there were things, like ruling the world, that were beyond their powers.

I always felt there was a "code of conduct" maybe implemented by the Witch's Counsel, like maybe invading privacy, and things like popping in on people in the bathroom or spying on people in delicate situations like that. We know the Witch's Counsel would occasionally strip a witch of their powers if they did something immoral.

HOWEVER it's not consistent, Maurice seemed to be able to get away with ANYTHING, including kill Darrin in that one episode

I always thought they portrayed Maurice as more powerful than Endora or any of her equals. He came in and saved the day when they all had plans to send Adam away to someplace (I can't remember the details of what they were plotting). But they had Darrin, Samantha, Arthur and Serena glued down and probably powerless.
