No way. While its not one of the better episodes its far from the worst. Seriously there are far worse episodes like Full Moon Party, the episode where Sophia steals the Pope's ring, the episode where we learn Dorothy owns an apartment building she never mentioned before and its infested with bugs that she must live in for the weekend.
How about the episode where Blanche wants to dump a military officer because he is a pharmacist? That made no sense. Blanche was sort of a gold digger and a pharmacist is a great job. It made no sense. How about when the spirit of Charlie takes over Sophia's body? These were all far worse episodes. Mr Terrific had some good laughs and made sense.

Worst episode is “Empty Nests” and most of Season 07.
