The list also excludes True Detective's Matthew McConaughey as Rust Cohle, Killing Eve's Jodie Comer as Villanelle, Empire's Taraji P. Henson as Cookie Lyon, Dexter's Michael C. Hall as Dexter Morgan, 24's Kiefer Sutherland as Jack Bauer, Ted Lasso's Hannah Waddingham as Rebecca Welton (Brett Goldstein made the list instead), How to Get Away with Murder's Viola Davis as Annalise Keating and House's Hugh Laurie as Dr. Gregory House.
