When did networks go from keeping poorly-rated shows on the air an entire year to replacing them with new shows in January?

All in the Family was a January replacement. That was 1971.

Edit: Batman was a January replacement in 1966.

As to the *first ever* successful January-debut TV show, I believe that Wikipedia listed “The Millionaire” which began Jan 1955.
