I don't see it that weird because what would have been his role? The girls teach Roper Disco dancing which makes the neighbor think Roper is a swinger. Jack brings the food and is caught with the neighbor's husband in an uncompromising situation. I think the main characters of Threes Company was enough.
Maybe they did not want to pay him for a 2 minute appearance at the party.

He was part of the cast so it looked weird. Now I wouldnt expect the bartender from the reagle beagle to go lol
