When the character was first introduced in Season 2, he was only a janitor, but after that, he magically became the superintendent and his previous job as a janitor was never mentioned again. I wonder why they decided to make him the superintendent.

It's been a while since I've watched the show, but I thought he was even the landlord later on, didn't he sometimes threaten the Evans family with eviction?

Yeah I think him becoming superintendent gave more story lines about evicting people. The actor had other talents which were commonly featured being a ventriloquist. They had the rent party which I think they were first introduced. But Bookman running the building gave more drama and scripts with him being able to evict people. It also gave more drama with the family fighting back against him. Remember when Bookman tried to shut down Jame's home appliance repair shop. It was an honest job but Bookman said it was against the building rules. All of this power would not be given to a janitor. Bookman was many times the foil for the family and giving him more power made it more compelling. In the last season or 2, his character appeared almost every episode and more a friend of the family but still being nosey and interfering. But the fat jokes got really old.
When Florida left, Bookman's character really rose and it became annoying IMHO.

Yeah I didn't like the fat jokes, because I'm thinking, Florida is RIGHT THERE and she's exactly thin lol

It kinda reminds me in the Flintstones movie, in the cartoon when Barney pokes fun at Fred's weight it sorta lands, but in the movie, Rosie O'Donnel plays Betty who has extra weight, so it sorta looks weird for Barney to be making fat jokes to Fred while his own wife is overweight as well, I'm guessing that's why Barney didn't tease Fred about his weight as much in the movie lol
