Porn's always been on Twitter. If you don't like it just don't follow the person who is posting it. Unless you are searching for a specific subject, It's not like it shows up randomly on your feed.

That's not true. You can see it on any unrelated searches. They changed their algorithm. They also have quite a few porn bots on there. It would be difficult to avoid it.

Twitter basically allows anything that isn't illegal.

At first? It's been heavily on there for well over a decade, and they've never done anything to combat it.
