Had to have been "Can't Buy Me Love" by The Beatles, or one of their other #1 hits right around then. My mom had been in the U.S. for only about 3 and one-half years at the time.

I worked briefly with a young woman named Paula and when I mentioned the "Hey Paula" song to her, it was as if I'd uttered the most reprehensible words of all time. She was utterly disgusted at the thought.

That '70s Show did a pretty hilarious takeoff with Eric Forman singing both parts as "Hey Donna," really a funny spoof.
