I think 22-episode seasons work for sitcoms as they are not restricted by overdrawn story arcs and they are catered to just small half hour installments that can easily be accessible jumping on points for a new viewer.

Dramas/Police and Action/Adventure shows work best in the 8-10 episode format as there is more care and time to build a much larger story arc that isn't tied down by useless filler.
