Does this actually happen though whether intentional or not? It seems much more common for sitcoms to cast really strong supporting actors to prop up a weak lead. Jerry Seinfeld has flat out admitted he did this on his show because he knew he wasn't a strong actor.

Could probably apply to Everybody Loves Raymond.

Probably would find this practiced more in older shows, where a Hollywood actor whose star was starting to fade, attempted a failed television comeback.
