In the episode "Law and Disorder", how were nine people supposed to fit into a boat that small?

Three at a time? Always one adult, two kids.

I wrote a thread about this too. They keep referring to it as a "Sail boat" and "when do we go sailing." Its a row boat that could only fit 2-3 at the most.
