Fans think Bob and Roy were closer than most realize
Roy may not have had much of a relationship with Phyllis, but it's actually not a stretch of the imagination to assume he'd be close with Bob Vance. In a Reddit thread discussing the topic, u/CedarDawn (https://www.reddit.com/r/DunderMifflin/comments/11k6q4w/comment/jb6y4a6/?context=3) points out, "In 'Branch Closing' it was announced that Bob Vance bought the warehouse, thereby saving all of the warehouse workers' jobs. Bob is not only more of a 'man's man' than Michael, he and the warehouse guys probably got along." Roy probably owes Bob his job (before he got fired for almost beating up Jim), so he may have felt as though he owed him.
However, many other theories have materialized on the thread to explain Phyllis and Bob's inclusion. Some people point out how Phyllis and Bob invited Roy to their wedding, so he may have felt it was only fair to invite them to his. Redditor u/Ernicromo (https://www.reddit.com/r/DunderMifflin/comments/11k6q4w/comment/jb7lxbg/?context=3) suggested an ulterior motive for making sure Bob got an invite: "I'd add that someone like Bob Vance, Vance refrigeration, probably gives nice gifts. He bid high at the C.R.I.M.E. A.I.D. episode for a hug, so you have to guess that he's a little generous, at least. That money all went to the office to make them whole after the theft. That strikes me as a good gift giver."
It certainly helps to have friends in high places, so no matter which way you slice it, there could be a reasonable explanation for the couple showing up.
