Whilst I've seen the question elsewhere "why does the little boy played by Edan Gross get pants and Barsi's character is in a pretty dress?", it's rather obvious that the character's mom (who would have dressed her) and her dad (who wants the job that Sam's offering at Cheers) want her to both look as pretty as possible and to make a good impression.
