None of the live-action 1970s shows based off of superhero comics (Hulk (https://en.wikipedia.org/wiki/The_Incredible_Hulk_(1978_TV_series)), Wonder Woman (https://en.wikipedia.org/wiki/Wonder_Woman_(TV_series)), Spider-Man (https://en.wikipedia.org/wiki/The_Amazing_Spider-Man_(TV_series))) featured the actual villains from the comics. It's within reason to believe that they were going by the special effects possible in the '70s, but there must have been (https://en.wikipedia.org/wiki/List_of_Hulk_supporting_characters#Enemies) some (https://en.wikipedia.org/wiki/List_of_Wonder_Woman_enemies) villains (https://en.wikipedia.org/wiki/List_of_Spider-Man_enemies) who were do-able (even if they were minor ones).

Wonder Woman's primary villain was The Cheetah in the WWII era, a costumed lady, so it would have been very easy to dress a woman for that role. Too bad it wasn't done.
