Silly observation but I'm wondering if Jeannie's living quarters were actually in the mid part of the bottle instead of the big base part. I have 2 bottles like Jeannie's and they have a mid-section that is like the bottom part only much smaller.
I just ask because I was watching an episode the other day where Jeannie was trapped in her bottle and she stands up on her sofa tries to push the cork out, there's no way could reach all the way up to the cork if she was in the bottom section of the bottle, but could if she was in the mid section

As far as I know, it's in the bulbous base. Because in the first season and in later seasons she is shown rising to the top of her open bottle to observe or talk with her Master, we have to assume she floated up there. So, to hold the cork in place, she would also have to float up to it and use her magical strength to hold onto it (similar strength demonstrated in My Master the Ghostbreaker and The Strongest Man in the World).
There's a scene in the animated Jeannie where she is also shown holding onto the cork in her bottle to prevent it from being opened and she manages to succeed. However, she had to shrink even more by how she is depicted in the scene, from the size she was lower in her bottle. That show also seemed to depict her bottle with lower 'quarters' for a kind of small harem room and a bedroom, below where the visible seat cushion lies.
So, the animated Jeannie changes size within her bottle, but the live-action Jeannie does not. Even so, the neck of Jeannie's bottle (live-action) had to be a tight fit if she never changed size there, and there are some discrepancies with her size at the top of the bottle and her size at the bottom. It takes making screen shots to compare with either an actual bottle or a drawing to see those differences.

That's neat about it having a seperate section in the bottom, When I was little I thought maybe there was a hidden area behind her sofa, It always looked like there was some space back there.

I know the scene you are talking about (in The Curious Kid when she is trying to pull on the cork so he can't open it), but they did that for a visual effect. She is magic and I guess we are supposed to just just "go with it" and not think about the logistics and technical aspects of how far she would have to stretch to be pulling on the cork. Also, we see the "floor" of her bottle several times.

She is supposed to be in the bottom section. The design seen on the inside of the bottle matches the design painted outside. Which also is apparently somewhat translucent (on the show) as Jeannie's sister can see her looking out from the bottom section (in "Jeannie or the tiger"):
