"Parks and Recreation" was already a pretty good sitcom, but it didn’t become truly great until Adam Scott and Rob Lowe joined the cast near the end of Season 2.

Ben was a nerdy state auditor and Chris was his relentlessly cheerful colleague, and their arrival added all kinds of fun new dynamics to the Pawnee parks department, including a sweet romance between Ben and Leslie Knope.

Swapping them in for the blah Mark Brendanawicz was definitely an upgrade.

As others have said (https://www.reddit.com/r/television/comments/17e0c16/comment/k60snlm/?utm_source=reddit&utm_medium=web2x&context=3), Ben fit the straight man role a lot better (https://www.reddit.com/r/PandR/comments/pfdss/did_parks_and_rec_just_get_awesome_after_mark/) than Mark (https://www.reddit.com/r/PandR/comments/pq3p9d/mark_brendanawicz/) since Ben actually had a personality outside of reacting to everyone's nonsense. And Ben's chemistry with everyone (especially Leslie) was a LOT better (https://www.quora.com/What-happened-to-Mark-Brendanawicz-on-Parks-and-Recreation). Also, Mark (https://www.reddit.com/r/PandR/comments/162xu16/why_is_mark_brendanawicz_so_disliked/) unlike Ben, was very negative (https://www.reddit.com/r/television/comments/17e0c16/comment/k60uz5k/?utm_source=reddit&utm_medium=web2x&context=3) in that everything anyone else did was met (https://www.reddit.com/r/PandR/comments/ee84h0/comment/fbx9dif/?utm_source=reddit&utm_medium=web2x&context=3) with disapproval (https://www.reddit.com/r/PandR/comments/9dv33z/comment/hj94mdl/?utm_source=reddit&utm_medium=web2x&context=3).

After it's first season, Parks and Recreation wasn't off to the best start. It was panned for it's similarities to The Office, and overall didn't live up to the hype of it's predecessor. But at the end of season two, Ben Wyatt and Chris Traeger were introduced and Parks and Rec would never be the same. It's rare that a sitcom can completely save it's self by adding to the central cast, but shows like The Office and Parks and Recreation took the gamble and it paid off.
