In Los Angeles (https://www.latimes.com/archives/la-xpm-1990-09-29-ca-1059-story.html), it aired on KTLA 5.

According to this blog (http://thelandofwhatever.blogspot.com/2020/09/forgotten-tv-what-dummy-1990.html), some stations that had the rights also were network affiliates and had commitments to sports (i.e. college football), meaning that What a Dummy, depending on where you lived, didn't have a steady time slot.
