I saw the animated cartoon on Saturday Morning on CBS in 1983-86 at 11 am/10 am Central and Pacific time called "Philip". His voice was Philip McKeon He was the cartton character who does magic. It was animated by Hanna-Barbera Productions.

The Saturday Morning lineup for 1984-85 lineup were:

and I think Philip McKeon was a cartoon character.
