I don't want to immediately excuse or brush it off as it being a period piece. But let's get real here for a moment. Fonzie treats women as disposable objects that are subject to his every whim.
Granted, we don't see bedding the women or even really getting into what happens when he gets the women home. He only ever kissed and made out with the ladies. And the producers and writers did attempt to place Fonzie in a steady, monogamous relationship with Ashley (https://happydays.fandom.com/wiki/Ashley_Pfister) towards the end of the series.
You can also safely argue that the show's intent was to portray Fonzie as being so cool that they CHOSE to act that way, rather than him being able to mind control them or something.
