It seemed like if she wasn't constantly whining about one thing, it was always something else with her. For instance, there was an episode where her brother was drunk driving and she kept making excuses for him.

She was cute in the first season, then Linda Marsh and Margie Peters decided to make her the annoying young kid for some reason.

I love Tootie. I don't really find her whiny except when the script points it out and they really emphasize it ("Mrs. Garrett, why can't I go??" Older Girl: "Tootie, stop whining." Tootie: "I'm not whining!" Natalie: "Tootie, trust me. You're whining.")

The worst character was Kelly or Pippa.

I'd say Kelly was the worst character ever. Tootie could be very annoying though, like the episode with Jermaine Jackson where she behaved like a mental patient.

Of the five main characters starting in season 2, yes she was the weakest, too whiny a lot of the time.

She was very whiny during the central seasons (from the third to the fifth) but I don't think she was the worst character. Kelly or Pippa could be the worst characters....

But she was "the baby" of the group, so that fits.

As the "baby," the whining makes sense although it can be annoying. My objection is those times when she did a complete 180, being whiny or ditzy and then was suddenly sensible and contributed to whatever was going on, often in the very same scene. Pick a lane, Tootie!!!
