Even though Disney subsidiaries created and distributed this show, it was originally shown on The WB. WarnerMedia may have some weird perpetual first right of refusal for distribution or some clause in the contract that they get some outlandish percentage of revenues derived. It is probably related to the original syndication contracts, since it didn't do too great there, unfortunately.

The clearance cost for Ray Charles' "Hit the Road Jack" is too high; although this seems odd since Disney essentially controls the catalogue this song is a part of. However, there might be a lot of people to pay or at least get sign-off from and tracking down all those people/estates may be still be difficult.

Disney is just so massive they don't even realize what they own.

A streaming service such as Hulu not wanting to add a show (https://www.reddit.com/r/Hulu/comments/ju8jqb/comment/gcwz866/) to its library that won't gain the viewership it takes to make the investment profitable.
