Pretty accurate. The first season was the strongest, with each subsequent season becoming more cartoonish. Everyone became so flanderized. As that YouTuber says, they seemingly forgot who the characters were: was Jackson a computer nerd or a jock? In different episodes, he was both. At one point, he was also a singer/actor, too. The show became very... messy, I guess is the right word. It's like the writers weren't paying attention to what they themselves wrote in previous episodes.

The most useless character, IMO, is Jimmy. He wasn't canon to the original show, so it's awkward that he was retconned in. Although Fernando and Steve are also pretty useless.

I do think the show has a strong nostalgia factor all the way through.
