I have always thought the same thing. But in sitcoms they need scripts. In Janet's sister's case, it was spontaneous that Jack went out with her sister. She was sort of nervous about it.
Larry's sister came when new ideas came to a dead end and old scripts were revisited just like when the kids hid the puppy from Mr Roper, the kids hid a kitten from Mr. Furley in the last season. It got stale when old plots got revisted.

In Larry's case yes, he was the one who insisted on Jack taking her out so not sure why he was acting crazy lol And Janet should never have agreed to have Jack take her out if she was so concerned

Oddly enough, I really like both of these episodes especially the ending of "Larry's Sister".

Even John Ritter said they were running out of ideas towards the end. They should've hired some new writers to at least TRY to take the show in a different direction instead of ALWAYS having a misunderstanding or mixup.

This was not the first double script. I think it first started with Season 1, The Giant Killer where Jack does not stand up to a tough guy at the Regal Beagle. In Season 6, we get Macho Man where the same premise happens and Terri stands up to the tough guy and Jack feels humiliated.
