Do any of the other boys his age have such a crappy cut? Who was responsible for hair cuts, the studio or the actor?

it's a wig - Florence Bush did them !

Florence Bush was staple in the hair and makeup department on more TV shows than I have room to note, but among the more notable shows she worked on were "Family Affair", "Gunsmoke", "My Three Sons", "Wagon Train", "The Alfred Hitchcock Hour", "Alfred Hitchcock Presents, "The Jack Benny Program", "The Virginian", " ... & The Beaver Show

Beaver's hair was nearly always a mess. I wonder if that was on purpose. That'd be a good question for Mathers, and who did guys' hair, the studio or whether it was their responsibility.

Barbers trimmed the bangs, or the hairline over the forehead, in a diagonal so that when combed over the longer side would lay across more naturally. If a kid didn't keep his hair combed, the bangs would hang unevenly.

Very good explanation. Way back in the 1930s, my dad's and uncle's were cut that way.

In my case growing up, my mom did the honors -- she would comb my bangs down, and trim them straight across instead.

It's always funny to see an adult or kid with what looks like a bowl was placed over their head. Then, a hair cutter clipped away around the edges of the bowl leaving straight bangs.

I always tell my hair stylist to comb my bangs down. Then trim them straight in the middle of my forehead among other cutting directions. Then she layer cuts. Then I wear my hair combed back. My woman who cuts is wonderful. But not just her (other stylists too). When I'm drying my hair after a recent haircut there'll be a long strand of wild bangs hair that goes down to my nose. Then. I become Floyd (Andy here) the barber.

Yes! I grew up in the 60's - 70's and mine was cut this way.
