In other words, characters that may have gotten story arcs but never really evolved beyond a singular note or never had inner ability to develop.

Probably "quirky" isn't the word for him but Major Frank Burns from M.A.S.H. is the first one I thought of. That's exactly why Larry Linville left the show. Because it had become quite obvious the writers and producers had no intention of developing or evolving Frank beyond any of his character flaws. But I'll admit ol' "Ferret Face" was a character you loved to hate LOL.
