As soon as I saw this pic, I thought for sure she wore this in the episode where she works with Angela in season 5 (episode 21 "Working girls), but it was something slightly different (see first pic below)

She also wore something like this in season 6 (ep 4, Sams novel romance), it seems like in season 5/6 they were trying to cover her up as much as possible  (second pic).

Alison Elliott in the press material for the Living Dolls (https://www.youtube.com/watch?v=05O1z5uTot8)spin-off (https://www.youtube.com/watch?v=4kg2DqDD8Kw) wore something similar:

Lisa Whelchel kind of wears a similar looking outfit in the "Cupid's Revenge" episode of The Facts of Life from its eighth season.

On a side note, Alyssa during this era, was so beautiful. I'm assuming that this was around Season 6. The long, sleek, medium brown hair suits her really well and I didn't like how in contrast, she sported a super-short wedge-cut during the final two seasons.

I want to say that Alyssa also wore a close analogue to that outfit in the Season 5 (https://en.wikipedia.org/wiki/List_of_Who%27s_the_Boss%3F_episodes#Season_5_(1988%E2%80%9389)) episode (https://i.postimg.cc/pv3WbytG/Who-s-the-Boss-S05-E06-Double-Dump-mkv.jpg) "Double Dump" (https://anchor.fm/wtbpodcast/episodes/Double-Dump-e15c80c), when Sam and Mona go to the nightclub together.

Here's some hopefully, clearer shots of Alyssa from the "Double Dump" episode.

Alyssa Milano (https://poe.com/s/TFxeppkIzDCmUGA3ICKh)’s outfit (https://www.perplexity.ai/search/how-exactly-specifically-and-p-nGzl4_6GRIOQSDYeDcOZDw#0) in those circa-1989 “Who’s the Boss?” promos (https://chatgpt.com/s/t_6937b28eba548191aa4fc766a916a984) is a textbook late‑’80s teen look (https://grok.com/share/c2hhcmQtMw_8650de40-626a-47fa-9256-4b7a43d8cdb4) built around high-waisted, sharply pleated trousers, a Western-style belt, and preppy loafers, styled to project a tomboyish but increasingly fashion-conscious Samantha Micelli. The silhouette is all about exaggerating the waist and hip through volume and pleats while keeping the upper body compact and simple, so the pants and belt become the focal point.

Garment breakdown

Trousers: She is wearing high-rise, full-length pleated pants with a tapered leg, likely in a mid-weight suiting or twill that holds a crisp front crease. The rise is cut well above the natural waist, accentuating the torso/leg break and allowing the pleats to balloon slightly at the hip before narrowing toward the ankle, which is very characteristic of late-’80s teen and junior tailoring.

Belt: Milano herself identifies it as a “Western belt,” and visually it reads as a thick leather belt with a prominent, possibly metal buckle that sits right at the narrowest point of the waist, cinching the pleated fullness in. The Western element adds a slightly rugged, Americana accent to an otherwise more urban-preppy ensemble, functioning as both a practical waist anchor and a graphic horizontal line across the look.

Shoes: She mentions “some sort of penny loafer,” and the styling clearly leans toward a flat, structured, moc-toe loafer rather than a sneaker or heel. This anchors the look in a school-appropriate, almost collegiate register and balances the volume at the top of the leg with a clean, low-profile base.

Proportions and silhouette

Top-to-bottom ratio: The high waist, deep pleats, and cinched belt shorten the torso visually and lengthen the legs, producing the elongated leg line that Milano later notes has come back into fashion. Because the pants bubble slightly at the hip before tapering, the silhouette has a pronounced “paper-bag” or carrot shape from waist to ankle, which reads very specifically as late ’80s.

Volume control: The lower half carries most of the volume, while the upper half (top and shoulders) stays comparatively close to the body, so the eye is pulled immediately to the waist and hip area. The belt effectively compresses the fabric at the waist, creating a controlled blouson effect above the pleats rather than uncontrolled bulk.

Styling, color, and texture

Styling intent: Milano jokes that she “pretty sure [she] wore that outfit out like last Friday,” which underscores that the look straddles character costume and something she genuinely would have worn as a teen off camera. The combination of a Western belt, tailored pleated pants, and loafers lands somewhere between casual and dressed-up—appropriate for a promo that needed Samantha to look trendy yet relatable to teen viewers.

Color/texture read: While the exact fabric tones differ slightly between promo prints and digital reproductions, the outfit sits in a muted, practical palette rather than neon or acid-wash excess—more aligned with menswear-inspired teen fashion than cartoonish 1980s brights. The textures (smooth leather belt and loafers against matte or lightly sheened trousers) subtly reinforce the idea of a polished but not overtly glamorous everyday look.

Character and era context

Samantha Micelli’s arc: By 1989, Samantha is firmly in her later-teen phase, and the costume direction shifts from purely tomboy sportswear into more adult, office- and campus-adjacent silhouettes, while still acknowledging her scrappy, athletic roots. The pleated trousers and loafers echo adult businesswear of the time, but the Western belt and youthful styling keep her grounded as a teen character rather than a full-fledged professional.

Late-’80s specificity: The entire ensemble—high waist, pronounced pleats, Western hardware, and loafers—captures the transitional moment when oversized, structured bottoms were key, but before early-’90s minimalism flattened the silhouette. Milano’s own retro commentary in the Access Live clip effectively frames it as an on-trend but slightly exaggerated snapshot of that moment: distinctly “very ’80s,” yet close enough to contemporary fashion cycles that she could plausibly re-wear a version of it decades later.
