Who says? The last I checked, The Conners was the #4 scripted show on ABC (https://tvseriesfinale.com/tv-show/abc-2020-21-season-ratings/). Come to think of it, I've already had this exact same conversation with you just a few months ago.

ABC’s top comedy series "The Conners" will be back for a fourth season.
The renewal was expected after it was reported that the four principal cast members — Sara Gilbert, John Goodman, Laurie Metcalf and Lecy Goranson — closed new deals to return for next season.
